Database High latency post-mortem

High latency for a collective duration of approximately 1 hour was caused by an increased and sudden load on our database which was not anticipated. We have provisioned additional compute resources beyond the necessary capacity and will be closely monitoring database load to prevent this from happening again in the future.

API latency and notification delivery are now back to normal.
