API API latency: Attempting various optimization strategies

Two short periods of high latency (up from ~30ms to ~2 seconds per request, for two periods of up to 10 minutes) have affected the notification service due to sudden increased load.

We have stabilized the service and are attempting various latency optimization strategies. Further incidents will be posted if there are any further developments. We apologize for any inconvenience caused.
